이 논문에서는 초기불교 시대의 승가공동체를 공동체의 전범(典範)으로 상정하고, 그 운영원리를 도출하고, 이를 현대사회에서 적용할 수 있도록 재해석하였다. 승가공동체의 운영원리는 세 가지로 정리된다. 제1원리는 ‘충분한 합의를 위한 민주적 의사결정’, 제2원리는 ‘재화의 공유’, 제3원리는 ‘자치와 규범’이다. 제2원리는 공동체의 안정성을 위해 요구되는 물적 기반을 위한 것이며, 제3원리는 공동체 구성원들의 자발적 참여를 위한 토대이다. 이 두 토대가 굳건한 승가공동체에서는 제1원리 즉, 모든 구성원들이 참여하고 충분한 합의를 지향하는 민주적 의사결정이 이루어진다. 이 세 운영원리는 현대사회에서는 첫째, 구성원들의 이해관계 조정과 타협을 위해서는 다른 어떤 가치보다 이해당사자들이 모두 참여하는 충분한 논의와 합의가 필요하다는 것, 둘째, 현대사회에서는 사람들이 사적 이해관계를 벗어나 공공성을 갖추기 위해서는 충분한 사회안전망이 구축되고 작동되어야 한다는 시사점, 마지막으로 주민자치와 주민참여는 특정한 지역공동체의 정체성과 자신이 해당 공동체의 구성원이란 소속감을 형성한 이후에나 가능하다는 점도 확인하였다.
In this paper, we have assumed the community of the early Buddhism as the Ideal type of community. Then, we have summarized the operating principles of the Sangha community and reinterpreted these principles so that it can be applied in contemporary society. The operation principles of the Sangha community are organized into three principles. The first principle is “democratic decision-making for full consensus”. The second operating principle is “sharing of goods”. The third operating principle is "autonomy and norms". The second principle is for a material basis for the stability of the community. The third principle is the basis for the voluntary participation of members of the community. The Sangha community that these two principles are firm, is worked properly the first principle, that democratic decisions are made in which all members are involved and fully agreed. These three operating principles have the following implications in contemporary society: First, there is a need for sufficient discussion and consensus that all stakeholders are involved in all the other values to reconcile and compromise the interests of the members. Second, in contemporary society, a sufficient social safety net should be established and operated for people to get out of private interests and to gain publicness. Finally, residents' autonomy and citizen participation are possible only after the identity of a specific community and the feeling of belonging of the community
