摘要
냉전기를 거친 21세기는 평화와 안정의 세기가 될 것이라는 기대가 팽배해 있었다. 그러나 이러한 기대와는 달리, 2001년 미국이 아프가니스탄을 침공하고 이어서 이슬람 근본주의자들에 의해 9.11 테러가 발생하였으며, 그에 대응하여 미국이 아프카니스탄 및 이라크를 침공하였다. 가히 이슬람과 기독교 사이의 문명 충돌로 표현할 정도이다. 이제 21세기의 최대 화두는 종교간의 갈등을 완화하는 그 해소 방안이 아닐까 생각된다. 문제는 한국에서도 종교갈등이 발생하고 있다는 점이다.
본 연구의 목적은 한국사회에서 발생하고 있는 종교갈등을 분석하고 그것을 해결할 수 있는 방안을 제시하는데 있다. 이러한 목적을 달성하기 위해서는 종교갈등 개념에 대한 명확한 정의가 요구되는 바, 여기에서 우리는 종교갈등을 종교내부의 분쟁보다는 종교간의 갈등으로 한정하고자 한다. 그리고 종교갈등의 유형을 갈등의 강도를 기준으로 종교편향이나 종교차별, 종교분쟁이나 종교전쟁 그리고 종교별 인종청소 등으로 유형화하였다. 본 연구의 연구결과를 요약하면 다음과 같다: 현재 우리나라에서 발생하고 있는 종교갈등의 유형은 종교분쟁의 이전 단계인 종교편향과 종교차별이 대부분을 차지한다. 그리고 다행스럽게도 우리나라는 총인구 중 절반에 해당하는 무종교인과 높은 국민의식수준이 종교갈등을 한층 완화시키는 완충작용을 하고 있다. 특히 불교는 그 교리자체 뿐만 아니라, 부처님 당시부터 종교간의 대화와 화합을 견지해왔다. 또한 불교는 종교갈등의 해소방안으로 생각되는 칠멸쟁법을 가지고 있다. 그러나 그것은 어디까지나 필요조건이지 결코 필요충분조건이 아니다. 왜냐하면 불교가 아무리 좋은 마음과 이상적인 방안을 제시하고 있다고 해도 이웃종교인들의 자성과 자각이 없으면 종교갈등은 재발하기 때문이다. 따라서 불교적 해결방법을 사회적으로 공론화시키는 동시에 근본적으로 갈등을 사전에 예방하는 제도적·법 률적 장치가 요청된다.
There was once a heightened expectation that the 21st century would be an era of peace and stability as humanity seemed to put an end to the cold war. To the contrary, Islamic fundamentalists committed a terrorist attack on the United States in September 2001, and the US invaded Afghanistan in retaliation. In 2003, the US also invaded Iraq claiming it possessed "weapons of mass destruction (WMD)" and was a threat to world peace. This can be described as a clash of civilizations between Islam and Christianity. The crucial challenge of the 21st century will be how to resolve religious conflicts. Religious conflict occurs in Korea too.
The purpose of this study is to analyze the religious conflicts in Korea and to present ways to resolve them. To be able to do that, it will be necessary to clearly define what "religious conflict" is. In this study I will limit the scope of religious conflicts to conflicts between different religions in Korea rather than internal struggles within a certain religion. I categorized the types of religious conflict according to their degree of intensity. The categories are: religious prejudice, religious discrimination, religious dispute, religious war, and ethnic cleansing.
The findings of this study may be summarized as follows: The types of religious conflicts mostly occurring in Korea at present are religious prejudice and religious discrimination, which precede the stage of religious disputes. In addition, two factors provide a mitigating effect to Korea's religious conflicts. First, half of the population claims no religious preference. Second, the consciousness level of citizens is relatively high. Especially, Buddhism has advocated inter-religious dialogue and harmony since the time of the Buddha. Buddhism also has the seven rules for settling disputes, which should help relieve interfaith conflicts. However, even though these provide necessary guidelines, they may not be sufficient. No matter how much Buddhism applies good faith and ideals, if the followers of other religions don't make similar efforts, religious conflicts are bound to recur. What is needed is to publicize Buddhist ways of resolving conflicts and to provide legal and institutional mechanisms to prevent conflicts beforehand.
