| 摘要 | Du fait du sous-peuplement, les villages lao de la région de Vientiane se présentent plus comme une communauté humaine que comme une entité territoriale. La communauté villageoise constitue surtout un centre de pouvoir qui maintient le caractère égalitaire de la société par le contrôle de l'accès au prestige et à la terre, et qui exerce directement ses prérogatives en respectant la règle d'unanimité et en contrôlant les fonctions qu'elle délègue. Ces principes politiques ont permis, malgré les vicissitudes historiques, de préserver la logique de solidarité qui fonde la communauté alors qu'au niveau étatique ils n'ont pu empêcher une domination étrangère par les royaumes voisins, l'entreprise coloniale française et l'engagement américain. Pouvoir villageois et pouvoir étatique se sont alors séparés, le premier s'organisant à partir d'une coopération issue de la base, le second d'après les variantes du modèle centralisateur propre à chaque puissance dominante. Pourtant, c'est de l'association et de la complémentarité de ces deux pouvoirs que dépend aujourd'hui comme hier, à l'apogée du Lan Xang, l'avenir de l'État laotien dans ses frontières nationales. Owing to underpopulation, Lao villages of the Vientiane region appear more as a human community than as a territorial entity. The village community is mainly a center of power; it maintains the egalitarian character of the society by controlling the access to prestige and to land; it directly exerts its prerogatives by enforcing the rule of unanimity and by controlling the delegation of authority. These political principles have enabled, in spite of historical vicissitudes, the conservation of the logic of solidarity fundamental to the community whereas at the State level they were unable to hinder domination from outside by neighbouring kingdoms, followed by the French colonial enterprise and the American engagement. At that point, village power and State power separated: the former organized itself on the basis of a grassroot cooperation, the latter according to the varieties of centralism characteristic of the different dominant powers. Yet, today as before in the heyday of Lan Xang, the future of the Laotian State within its national frontiers depends on the association and on the complementarity of these two kinds of power. |
