Since the 18th century,because the prosperity of the Qing dynasty was on the decline,the aggression of British imperialism against China’s Tibet deepened.Moreover,Britain and Russia courted and sowed discord between Dalai and Banchan in order to foster separatist forces.Under such background,there was a large divergence on the political position between the 13th Dalai and the 9th Banchan,the Qing government made the policy mistakes of governing Tibet,and some ministers stationed in Tibet destroyed and hindered the development of China,which led to the conflicts between the two systems.
