| 摘要 | 지난 2016년 2월, 4차 핵실험에 따라 개성공단 폐지가 결정됐다. 그러나 남북이 서로 화해와 신뢰를 바탕으로 통일로 가는 길은 군사대결이 아닌 대화로 풀어야 한다. 개성공단은 `신뢰프로세스`의 남북정책의 기본을 충실히 이행할 수 있는 마지막 남은 통일의 안전핀이다. 문재인 정부는 지금이라도 군사대결이 아닌 「6·15 남북공동선언」과 「10·4 선언」 정신을 살려 대화를 통한 통일의 길로 나서야 한다. 불신과 증오를 버리고 민족화해와 통일의 길로 개성공단의 재가동을 통하여 북한에 대한 오해와 그 동안 쌓아왔던 남북관계, 정권별 대북정책을 이해로써 이번 개성공단 사건을 잘 마무리함과 동시에 외세를 배격한 남북통일의 염원을 향한 보다 다차원적인 접근과 연구가 반드시 필요한 중요한 시점이다. 따라서 불교적 관점의 `개성공단 재가동` 정책에 대한 통일 의지를 원효의 `화쟁사상`을 바탕으로 `원융회통`과 사섭법의 `무주상보시`, `동사섭`의 관점에서 긍정적 `햇볕정책`을 바탕으로 하는 개성공단의 재가동을 고려해 보고자 한다. 그것은 지금 현 정부는 주변 강대국의 정세에 휘말린 북한과의 관계가 악화된 이 상황을 적절한 조화를 통해 미래 통일한국의 기틀을 마련하는 개성공단 재가동 정책을 슬기롭게 해결해 나가야 한다. The Gaeseong Industrial Complex was decided to abolition in February, 2016 last year` because of Four nuclear test.. But, How to go The place of Unification each other each other On the basis of Peace and trust is not A military confrontation but A conversation. The Gaeseong Industrial Complex is Practicable Safety pin of Unification last remaind in North and South. Government should go to the Unification way not A military confrontation but 「6·15 North and South Joint declaration」 and 「10·4 Joint declaration」 mentality. Throwing away Distrust and Hatred The Gaeseong Industrial Complex restarting as the Regime by government North Korea policy. We should Finish up The Gaeseong Industrial Complex Incident and needed Multidimensional approaches and research for Unification of North and South.. So, According to The Buddhist view a a Wonhyo`Hwajaeng idea and `Saseop darrma` as free giving and `Dongsaseop`. We should consider Gaeseong Industrial Complex restarting. Now we should wisely solve deteriorating situation with North and South as Appropriate harmony in view of buddhism. |
