사하촌(寺下村)은 절을 중심으로 발달한 마을이기에 주민들의 삶은 경제적으로 절에 예속된 측면이 강하다. 이에 사하촌의 하나인 법주사 사내리의 현지조사를 통해주민들의 구술을 토대로 절과 관련된 경제적 삶의 양상을 다루었다. 법주사가 소유한 농지는 조선중기부터 마을사람들이 개간으로 조성한 비중이 매우 높아, 마을에서는 오랜 기간에 걸쳐 절에 소작료를 내면서 경작권을 지닌 영소작(永小作)의 관계가 유지되고 있다. 광복 직후에는 토지개혁으로 주민들은 자신이 경작하던 법주사 농지를 분배받았으나, 뒤늦게 사찰토지는 제외됨으로써 2년간 상환금을 납부한 시점에 상환금을 돌려받고 농지를 반환하는 안타까운 상황을 거쳤다. 이에 생활공동체였던 절과 주민은 하나가 되어 일관성 없는 정부정책으로 상처받은 주민들을 위해 몇 가지 대책을 내게 된다. 즉 지주가 임의로 소작인을 바꿀 수 없도록 하고, 수확량의 30%를 지주에게 주던 3·7제를 2·8제로 변경해 소작료를 낮춘 것이다. 아울러 법주사가 관광지화 되면서 절로 진입하는 양 구역은 외지에서 들어온 상가주민이, 다리 건너편은 토박이주민들이 자리 잡게 되면서 토박이주민 중에는 농사보다 절·상가와 관련된 일을 하는 이들의 비율이 높아졌다. 일반 농촌마을이 비슷한 내력의 구성원들로 이루어져 있다면, 관광지화 된 큰절 아랫마을이 그러하듯이 법주사 역시 ``절과 마을``이라는 이원적 구도 아래 주민 또한 양분되어 있어 다양한 화합과 갈등의 갈래가 공존하기도 한다. 절과 관련된 일을 하는 경우에도 절과 주민의 관계는 단순히 일로써 맺어진 관계를 떠나 있음을 볼 수 있다. 절은 믿음의 공간이고, 승려는 성직자이자 정신적 지주이기에 나이와 무관하게 마을의 웃어른으로 여겨지기 때문이다. 이와 반대로 성속(聖俗)의 엄격한 구분에도 불구하고 친밀한 넘나듦 또한 가능한 것은 함께 공동체를 꾸려가고 의지하는 대상이기 때문이다.
Saha villages are villages that have developed with a Buddhist temple at its center, therefore there is a strong tendency for the residents of these villages to be economically subordinated to the temple. In this writing, the economic condition of the residents with relation to temples has been dealt with, through oral interviews of local residents in Beopjusa, one of the many Saha villages. The farmland that Bujeosa possessed had a large proportion which was cultivated by the village people since the mid Joseon Dynasty. As a result, within the village, perpetual leasing of land and paying farm rent over a long period of time had remained. Right after Independence, the villagers received designated portions of the Beopjusa farmland as a part of the land reforms. The temple land was excluded too late after the land reforms which led to an unfortunate circumstance which called for the two years' worth of repayments to be given back and returning the farmland. To these inconsistent and detrimental government policies, the communal villagers and the temple became one and reached an important agreement. Thus they ensured that the landowner could not change the tenant farmer randomly and reduced the farm rent, which accounted for 30% of the cultivated products to 20%. As Bujeosa became a tourist attraction, commercial residents and native residents settled down, into the two areas for entering the temple and across the bridge respectively. Furthermore, among the native people, a higher percentage does temple or commercial business related work rather than cultivating crops. If ordinary farming villages are made of up a group of people with similar backgrounds, the villages and residents below the now-tourist-attraction temples have been polarized into ‘the temple and village’, causing harmony and conflict to coexist. Even if one resident does temple-related work, the relationship between the temple and the resident can be interpreted to be more than a simple relationship made from work. The temple is a space of faith, buddhist monks and clergy are anchors of the village, therefore becoming the seniors within the village regardless of their age. On the contrary, despite the strict division of the sacred and profane, intimate interaction is possible because they are the ones that are depended on for making a community together.
