| 摘要 | 이 논문의 목적은 ‘선원수좌의 복지 현황과 수요 조사’ 결과와 승가복지에 대한 선행연구 결과 비교를 통해서 수좌 스님들의 고유한 복지 수요를 충족시키기 위한 대안을 모색하는 것이다. 비교 분석 결과에 의하면, 수좌 스님들의 복지 수요는 다음과 같다. 첫째, 대다수의 수좌 스님들은 노년의 삶에 대한 걱정으로 수행에 지장을 받고 있었다. 그럼에도 불구하고 수좌 스님들의 노후 대비는 일반 스님들에 비해 현저히 취약했다. 둘째, 수좌 스님들은 불교계의 공적 복지 서비스에 대한 기대가 높고, 자조 공동체의 설립을 통해 스스로 복지 욕구를 충족시키는 것에도 관심을 가지고 있다. 셋째, 주거복지의 핵심은 사생활이 보장되는 동시에 지속적인 수련을 가능하게 하는 공동의 주거 환경을 구비하는 것이다. 넷째, 수좌 스님들의 의료비 부담은 건강관리의 악순환을 유발하는 핵심이며, 재가자들과의 접촉을 최소화 할 수 있는 의료기관을 마련하는 것도 필요하다. 이상의 결과를 토대로 이 논문은 스님들의 수행을 지원하는 이원적 사회보장체계를 구축할 것을 제안하였다. 하나는 불교계의 공적 사회보장제도를 통해 기본적인 생계와 수련 환경 조성을 지원하는 것이고, 다른 하나는 선원수좌복지회와 같은 자조적인 사회보장제도를 통해 수좌 스님들의 복지 수요를 보완하는 것이다. 그리고 두 가지 재원 확보 방안을 제시하였다. 하나는 소셜 펀딩이고, 다른 하나는 사찰, 지역사회, 그리고 스님들이 공동으로 설립한 사회적 기업을 운영하는 것이다. 이 논문은 승려복지의 실태와 인식의 변화 추이를 살펴볼 수 있다는 점과 새로운 재원 확보 방안을 제시하고 있다는 점에서 관련된 분야의 연구에 의미 있는 기여를 하고 있다. The purpose of this paper is to explore alternatives to satisfy the unique welfare needs of Seon-practiced monks through comparisons to previous studies on Sangha welfare and results of ‘Survey on Welfare Status and Demand of welfare of Seon-practiced monks’. According to the comparison result, the welfare needs of Seon-practiced monks is as follows. First, a number of monks were facing problems in Seon-practice to worry about the life of the elderly. Nevertheless prepare for life in their old age were significantly vulnerable than ordinary monk. Second, the Seon-practiced monks have high expectations for public welfare service of Buddhism, also have an interest satisfying the welfare needs on their own through the establishment of self-help community. Third, the core of housing welfare is provided with a common living environment that enables continuous Seon-practice at the same time that privacy is guaranteed. Fourth, the medical costs of Seon-practiced monks is a key that causes the vicious circle of health care, it is also necessary to provide the hospital to minimize contact with the layman. Based on the above results, this paper has proposed to establish a dual social security system to support the Seon-practice of monks. One is to support basic living and Seon-practice environment through the composition of public social security system of the Buddhists, the other is to complement the welfare needs of Seon-practiced monks through self-helpful the social security system. And it presented two funding options: First, social funding. Second, to establish a social enterprise owned jointly by temples, communities, and Seon-practiced monks. This paper is a significant contribution to the study of related areas in that it provides a new funding scheme and that you can look at the trend of the status and recognition of monks' welfare. |
