摘要
조선전기 국가는 승려의 출가를 억제하여 피역층(避役層)의 확대를 가능한 막고자 하였다. 그러나 임진왜란 이후 농민을 대신할 역 부과대상의 확보 필요성이 절실해지면서 새로운 군사력을 찾던 중앙정부는 전쟁 당시 활약했던 승군을 전쟁 이후에도 그대로 군사적으로 이용하였다. 그러나 국가에서는 일괄적이고 직접적으로 승군을 조발하기보다는 명망있는 고위 승려를 총섭 등으로 임명하고 이들로 하여금 승군을 모집(募集)하게 하는 방식으로 필요한 인원을 확보하였다. 17세기 후반 효종이 북벌론(北伐論)을 바탕으로 강력한 군비확장책을 시행하면서 의승(義僧)이라는 이름의 승군이 새롭게 등장하였다. 효종은 양계지방을 제외한 전국의 승려를 윤회분정(輪回分定)하여 올라와 입번하도록 하는 의승역(義僧役)을 시행하였다. 의승역의 시행은 곧 중앙정부(軍營)-도-군현-사찰로 이어지는 직접적인 승군 조발체계가 성립했음을 의미한다. 이러한 분정체제의 말단에는 사찰이 있었다. 중앙정부의 직접적 의승 조발(調發)은 숙종대(肅宗代) 전반까지 강화되었다. 그러나 북방 정세에 대한 불안이 대두되면서 18세기 전반 도성방어체계가 정비되고 외적이 도성으로 오는 길목의 주요 산성 역시 정비되었다. 지방 산성이 잇따라 축조되고 그에 따른 승군의 수요가 늘어난 반면 균역법이 시행되면서 지방재정은 더욱 어려워졌다. 결국 영조는 균역법의 보완 과정에서 기존에 관행화된 의승의 대립(代⽴)을 인정하여 의승의 상반(上番)을 폐지하고 이를 지방에서 돈으로 대납하게 하는 의승방번전제(義僧防番錢制)를 실시해 남 ․ 북한산성의 의승을 고립(雇⽴)하였다. 반면 지방 승군은 더 확대되었다. 지방은 승려의 호적 등재 등을 계기로 승려에 대한 통제력을 더욱 강화하고 있었다. 그리하여 자체적으로 산성에 승군을 윤회분정하는 ‘지방 의승(地⽅ 義僧)’이 나타나게 되었다. 이러한 변화는 승역을 보다 합리적으로 운용하면서도 균역(均役)의 이상을 지키기 위한 중앙정부의 의지에 의한 것이었다.
