종교별 성직자 노후복지 비교 분석 -- 불교 ․ 가톨릭 ․ 개신교 ․ 원불교를 중심으로=Comparative Study on the Aging Welfare of Religious Priests(or Monks) -- Buddhism, Catholic, Protestant and Won - Buddhism

摘要
본고는 2011년 10월 불교 조계종의 승려복지법 시행에 즈음해서 한국 종교계 성직자 노후복지가 어떻게 시행되고 있으며, 종단 내 보편적인 노후 복지가 잘 이루어지려면 무엇이 문제인가를 살펴보기 위한 것이다. 각 종단들을 비교 검토한 결과 성직자 노후복지가 잘 시행되고 있는 종단들은 대체로 중앙집권적 시스템을 가지고 있으며, 재정적으로 투명한 편이고, 그 운영이 상당히 안정적이라는 것을 알 수 있다. 가톨릭과 원불교가 여기에 속한다. 반면개 교회주의를 채택하고 있는 개신교와 개인 암자, 사찰을 허용하고 있는 불교는 기반이 부족하여 노후 복지를 시행하는 데 있어 극복해야 할 어려움이 많다. 노후복지제도는 성직자 모두가 자신의 소득을 국가에 신고하고 국가의 공적 보험 제도를 먼저 활용하는 것이 바람직하다. 그 외의 성직자 노후 대책과 해법은 각 종단의 전통과 처한 상황이 서로 다르므로 노후복지 체제와 수준을 동일하게 할 수는 없다. 그러나 성직자 노후복지 체계는 다차원적으로 설계되어야 한다. 1) 1차적으로는 종단이 일정 수준의 기본적인 복지를 보편적으로 보장할 필요가 있고, 2) 2차적으로는 성직자끼리 노후를 위해 ‘상호부조공제회’를 조직해서 운영하는 것도 필요하고, 3) 그 다음 동일한 문도나 연원 을 가진 도반들이 노후 보장을 위한 특별 기금을 운영하는 것도 필요하다. 그리고 노후복지제도가 안정적으로 운영되기 위해서는 복지 재원을 안정적으로 마련할 수 있어야 하고, 종단 내 노후복지의 차별을 없애고 여성 성직자에 대한 배려가 필요하다.
This paper deals with the aging - welfare system in four religious orders, Catholic, Protestant, Buddhism and Won - Buddhism to see how the aging - welfare system is enforced within orders and how the general aging - welfare system within each order becomes accomplished well on the occasion of buddhist monk aging - welfare law enforcement(2011. october) in Jogye Order. The result of crosschecking various orders discloses this fact. Catholic and Won - Buddhism is operated well. The reason is like this. This two orders focus on the central control welfare systems, which are transparent in their finance and are stable in their management. Protestant and Buddhism, which allow local powers to operate their communities, have difficulty in overcoming the aging - welfare due to the lack of supporting systems. In terms of the welfare system, I think that all religious priests(or monks) should register their incomes into the governmental system in order to receive public insurance from the government. Religious orders differ from one other in their traditions and situations, so their welfare system and their levels are different. However, I argue that the aging - welfare system should be planned multi - dimensionally. First, the religious order should offer the basic level of welfare to its religious priests(or monks). Second, religious priests themselves need to set up their own cooperative plan for their welfare(共濟會). Third, The disciple who has the same origin need to operate the aging - welfare system based on the special fund. In order for the aging - welfare system to be operated stably, it is necessary that the finance of the aging - welfare should be secured stably. And the discrimination of the aging - welfare within oder should be removed. In addition, the gender discrimination in aging - welfare system should be overcome.
