| 摘要 | 이 논문은 한국노인복지정책의 구조, 문제점 및 개선방안에 관하여 논의한 것이다. 한국사회에서 노인문제는 가치관의 변화, 가족개념의 변화, 사회경제적 구조의 변화로 인해 생성되었다. 한국노인 복지는 4가지의 문제가 있다. 노인빈곤의 문제, 노인건강의 문제, 역할상실과 고독의 문제이다. 이 논문에서는 한국노인의 구조적인 실상인 빈곤, 질병, 사회서비스 보장에 관하여 통계청의 <고령자 통계>, <서울시 고령 사회마스터플랜 2010>등을 원용하여 그 실상을 논의하였다. 그리고 한국노인복지정책의 개선방안을 소득보장정책 영역, 보건의료정책 영역, 사회서비스보장 영역으로 나누어 제시하였다. 한국의 노인복지정책을 분류해 본다면 건강하면서 빈곤한 노인에게는 취업정책, 일자리정책이 있어야 하며, 건강하면서 중산층 노인에게는 자원봉사 활동이나 여가선용을 할 수 있도록 정책개발이 되어야 한다. 또 건강하지 못하면서 빈곤한 노인에게는 국민기초생활보장 대상자로 지정되어야 할 것이고, 건강하지 못하면서 중산층에 해당하는 노인에게는 노인요양 병원이나 노인요양시설에서 케어를 받으면서 여생을 보낼 수 있도록 정책을 수립, 집행하여야 할 것이다. This paper mainly focuses on the discussions relating to the structure, problems and the improvement methods of the Korean Social Welfare Policies for the elderly. The problems relating to the elderly in South Korea are caused by major factors such as changes in the social values and norms, changes in the definition of a family, and changes in the socio - economic structure of South Korea. Social Welfare for the elderly in South Korea has four issues that need to be addressed. Such issues are poverty, health, loss of role, and isolation from others. Here, we have discussed the fundamental and practical issues relating to the elderly in South Korea; poverty, diseases, and security of social service, using statistical data published by the Bureau of Statistics as well as materials relating to “Seoul City’s Master plan2010 for the aged society.” Also, we have suggested the improvement methods for social welfare policies for the elderly upon discussing the policies of personal income security, the policies of health and medical care, and the policies relating to security of social welfare services. A separate policy needs to be developed for a different type of the elderly people. A policy that provides jobs or job opportunities for the healthy elderly person who are below middle class; and a policy that offers volunteering opportunities or leisure activities for the healthy elderly people in the middle class. Further, the elderly person with poor health conditions that are in the poverty level should be designated as a beneficiary under the “National Basic Livelihood Security.” Lastly, a policy needs to be established so that the elderly person with poor conditions in the middle class could have access to the care facilities or special hospitals for the aged during their remaining years. |
