| 摘要 | 한국 근․현대기에 들어서 불교계는 1911년 총독부에 의해 공포된 사찰령(寺刹令)과 이후 여러 세칙 등을 통해서 변화를 맞게 되었다. 본고에서는 1911년 사찰령이 공포된 이래 우리 불교계의 최고의 문제로 대두된 본사주지의 독단과 전횡에 주시하여, 그들의 역할과 활동이 어떠했으며 그 성격은 무엇이었는지를 다루고자 하였다. 사찰령의 본체인 본․말사제도(本․末寺制度)는 本寺住持에게 절대적 힘을 주었다. 전통적으로 주지는 사찰을 대표해 왔지만, 일제하의 제도아래에서 인사권과 행정권․경제권 등의 권한이 더욱더 막중해졌기 때문이다. 이것은 일제가그러한 권력을 본사주지에게 부여하고, 이들을 다시 2차적으로 통제함으로서 우리 나라 불교를 장악․지배하려 했기 때문이다. 이런 주지의 전권행사는 불교내 선각자의 비판과 도전에 직면하였고, 결국 1929년에 사찰령과 그 시행세칙이 개정되기에 이르렀으나, 궁극적으로 本末制度가 바뀌지 않았기 때문에 본사주지의 권한과 그 역할은 변경되지 않았다. 이 점이 일제하 우리 불교계의 최대 문제로 작용하게 되었다. 이런 상황에서 충남지역의 본산이었던 麻谷寺를 중심으로 주지선정과 주지의 활동과 성격에 대해서 살펴보았다. 우선, 마곡사의 주지는 사찰령과 본말사법에 의거하여 선거방식으로 선정되었다. 그런데 주지선정에는 그 나름의 인연과 세력이 결집되고 대결하는 양상을 벌이게 되었다. 이러한 선거의 과열 경쟁은 폐단과 부작용을 낳기도 하였다. 그러나 송만공(宋滿空)이 마곡사주지로 추대된 예를 통해본다면, 일제가 公選이라는 허울로 포장한 채, 실제로 선거에서 나타나는 문중간의 분열을 획책하여 우리 불교를 지배하려했지만, 마곡사는 그것을 극복했던 일면도 있었음을 살펴보았다. 일제하 본사주지의 활동은 크게 전통적으로 진행되어 온 종교인으로서 기도식(祈禱式)과 천도제(薦度祭), 석탄봉축제봉행(釋誕奉祝祭奉行)등의 불교의식 활동과 사회경제적으로 승려들에 대한 인사권․사찰재산의 관리권․본말사간분담 금조정권 등의 경제적인 활동, 포교와 신도교육 등의 활동이 있었다. 이런 주지의 활동은, 주지의 역할이 일제하의 식민통치에 이용되는 모습과 주지선정과 임명의 모순 속에서도, 비록 제약적이긴 하지만 청년운동․부녀자 운동․소년운동․야학운동을 전개하는 터전을 제공하였다. 교육내용은 新敎育을 실천하는 근대화된 것이었으며, 민족을 일깨우는 의식운동의 작은 기여를 한 성격이 있었다는 긍정적인 평가를 내릴 수 있겠다. The Buddhist Circle has been changed through detailed regulations since the Japanese government-general promulgated the statute on the temples(Sachallyong) in 1911. This thesis concentrates on the role and activity of the head priests of Buddhist temples, their characters, their arbitrary decision and despotism which has been the greatest problem since the promulgated statute in 1911. The essence of the statute on the temples, the root and branch-system(Bonmalsa system), has given the absolute power to the head priest. Traditionally, though the head priest has been a representative, the power of the head priest in the personnel section, personnel administration, and economic section has been greater than those of the Japanese government-general system. This was why the Japanese government-general laid the plot to control the Korean Buddhism through the second control, giving the head priests such authorities. The head priests' plenary power made the minds of Korean Buddhism criticize and confront the intention, and in the end, the regulation was revised. Because the root and branch system had not been changed ultimately, nor had the head priests' authorities and roles. This points has been the greatest problems under tyranny of Japanese imperialism. In this situation, this thesis inquires into the selection of the head priests, their activities and characters, focusing on the center of Chungnam temples, Temple Magok(Magoksa). First of all, the head priest of Temple Magok was selected by the way of election. But the whole election system was revealed by the close connection and influential parties and confronting aspects. Excessive competition for the election gave rise to the evil practices and side effects. But like the example of selecting of Song, man-gon, Japanese imperialism took operations to disguise the face of the public management of election which conspired to rise in disruption among kinfolks in order to control the Korean Buddhism. But Temple Magok took the facet against Japanese intention. The activities under Japanese imperialism contains the ceremony of the prayer, the religious rites for heaven, the paraders of lamps for the birthday of Buddha as a tradition, and the right of personnel management for the monks, the charge of temple property, the right of mediation of partial charge between the root and the branch as a Buddhist economy, education, propagation of Buddhism. These activities of the head priest provided the foundation which caused to unfold the movements of the youth, women, boy scout, night school, though its movements was very limited in the contradiction of selection and appointment of the head priest and the exploitation of Japanese imperialism.
