| 摘要 | 조선후기 효종 대 정치인들은 병자호란으로 인해 피폐해진 민심을 수습하고 경제를 부흥시켜야 하는 과제를 떠안고 있었다. 오랑캐에게 무너진 자존감을 회복하여 中華 문화의 계승자로서 성리학의 나라임을 표방하고 신분질서를 회복하여 안정적인 통치구조를 재정립하고자 하였다. 여기에 불교도 예외는 아니었다. 불교는 이미 임진왜란과 병자호란을 통해 성리학자들에게 국가에 이익이 되는 존재임을 각인시킨 바 있었기 때문에 성리학을 이념으로 받아들이던 통치자들은 불교를 배척하지 않으면서 승려들을 통치의 기반으로 활용하고자 하였다. 당시 승려들은 다양한 계층을 형성하고 있었다. 수행에 힘쓰는 고승이 있는가 하면 의관도 제대로 갖추지 않고 폐단을 일으키는 부류들도 있었다. 이들에 대해 똑같이 대우하면서 통치를 할 수는 없었다. 그래서 통치자들은 승려들을 高僧, 善僧, 凡僧으로 나누어 고승과 선승은 보호하고 범승 가운데 죄를 저지르는 이들은 법률로 다스리고자 하였다. 바로 이러한 시대적 상황을 반영하고 있는 관부문서가 최근에 발견되었다. 1652년에 발급된 이 관부문서는 앞부분 일부가 찢어졌기 때문에 문서의 성격을 정확히 알기는 어려우나 당시 총섭제도를 중심으로 한 불교정책을 알 수 있게 하는 귀중한 자료이다. 즉 승려를 계층에 따라 권면해야 할 대상과 경계해야 할 대상으로 구별하고 그들에 대한 차별대우를 통해 불교를 국가 정책에 적극 활용하고자 했던 일면을 엿볼 수 있다. Ruling elites of King Hyojong’s reign(1649~1659) during the late Joseon dynasty faced urgent issues of overcoming devastation and reviving economy after the second Manchu invasion of Korea occurred in 1636. They struggled to regain cultural pride marred by the Manchu invasion by claiming that Joseon is the legitimate successor of Han Chinese culture since it is highly civilized state ruled in accordance with the Neo-Confucianism. Also, they aimed to devise the stable ruling structure by stabilizing the social order, which encompasses the Buddhist samgha. Since the Buddhist samgha had played significant role in protecting the state during the Japanese invasion and the second Manchu invasion of Korea, the ruling elites, otherwise strict advocates of the Neo-Confucianism, embraced Buddhism and tried to utilize the Buddhist samgha as the base of governance. The Buddhist samgha of the time was not a single, coherent whole. Some monks strived for the Buddhist practice, while others did not observe precepts and caused social disorder. Instead of treating monks equally, the state divided them into three types of eminent monks (goseung 高僧), good monks (seonseung 善僧), and ordinary monks (beomseung 凡僧). The state protected the first two, while trying to regulate and punish those who violated the law among the last. This paper revisits the historical circumstances just mentioned through an examination of a newly discovered official document (gwanbu munseo官府文書), issued in 1652 by the governor of Jeolla Province with regard to a Buddhist temple whose name remains unknown due to its fragmentary state. The exact nature of this document remains unclear since its beginning portion had already been torn at the time of discovery. However, it still provides us with a rare opportunity to examine the state policy toward Buddhism as exemplified by the system of Chongseop (總攝), a commander of the volunteer monastic army appointed by the court. It demonstrates that monks were divided into two types, namely those who were worthy of veneration and who were subject to surveillance. More importantly, it reveals that ruling elites of King Hyojong’s time tried to utilize Buddhism for the benefit of the state through the differential treatment. |
