| 摘要 | 근래에는 문화유산을 면(面)적 관점에서 관리하고 유산의 가치를 보존의 대상으로 삼고 있다. 우리나라 전통사찰은 살아있는 종교유산으로서 생태가 양호한 산림과 문화자원이 있으며 독특한 문화경관을 창출하고 있다. 전통사찰을 바람직하게관리하기 위해서는 종교, 문화, 자연자원으로부터 창출되는 다양한 가치를 도출하고 가치중심 관리계획을 수립하여야 한다. 본 연구에서는 전통사찰보존지의 가치중심 관리모델과 가치평가 지표를 소개하고, 월정사 보존지에 대한 경관가치 평가와 일반인의 가치평가를 수행하였으며, 월정사 보존지의 유산가치 보존을 위한 방안을 제시하였다. 경관가치 평가는 공간구성 및 진입체계, 진입경관, 문화경관, 하천경관을 중심으로 실시되었다. 방문객581명을 대상으로 12가지 가치에 대한 중요도 평가, 오대산 국립공원에서 월정사 보존지가 차지하는 중요도와 기여도 평가, 월정사 보존지에 대한 경제적 가치평가를 실시하였다. 평가결과를 보면 월정사 보존지의 경관은 문화적 정체성을 유지하고 자연과 조화되고 있으며, 방문객들은 월정사 보존지의 다양한 가치들을 높게 평가하고 있었다. 월정사 보존지의 유산가치를 보존하기 위해서는 복합유산이자 문화경관으로 등재하는 것이 바람직하다. 복합유산이자 문화경관으로 등재되면 다양한 가치를 중심으로 관리계획을 수립하여 종교가치를 향상시키고 다른 가치들을 관리할 수 있으며 월정사가 보존지 관리에 동등한 파트너로서 참여할 수 있다. 이를 위해서 종교유산으로서 월정사의 장소성과 정체성에 부합되는 문화경관이 유지되도록 경관적 노력이 우선되어야 한다. Currently, the paradigm of conservation and management of cultural heritages have shifted to conserving the values of cultural heritage in terms of areal perspective. The traditional temples in Korea, as living religious heritage, have forests with a good ecological state, valuable cultural resources, and cultural landscapes. To maintain the sustainable management of the traditional temples, it is necessary to find out the diverse values associated with religious, cultural, and natural resources in temple areas and to establish the value-based management plans. This study introduces the value-based management model of traditional temples and the assessment indicators. Also, the two kinds of value assessments were performed to find out the landscape value of the Woljeong temple area and visitor perceptions. The landscape assessment was performed in terms of space composition and access system, entry landscape, cultural landscape, stream landscape. Visitor assessment was focused on the 12 values of the Woljeong temple, the importance of the Woljeong temple area in the Odaesan national park, and economic assessments. The results showed that the landscape of the Woljeong temple area maintained the cultural identity and the harmony with nature and that visitors evaluated the 12 values highly. In conclusion, it is suggested that the Woljeong temple area should be registered as mixed heritage and cultural landscape. If registered as mixed heritage and cultural landscape, it is possible to establish the value-based management plan which restores the religious value and at the same time the sustainable management of the other values. Also it is possible for the Woljeong temple to participate in both preparing and implementing the management plan. In order to maintain such a cultural landscape, endeavors to correspond with the identity of the Woljeong temple are needed. |
