| 摘要 | 본고는 총독부의 심전개발운동(心田開發運動) 아래 강원도가 추진한 사업, 특히 삼본사(三本寺) 수련소의 설립과 운영을 고찰한 것이다. 우가키 가즈시게 총독이 추진한 심전개발운동은 종교부흥과 신앙배양으로 황국신민을 양성하려는 사회교화와 사상통제의 정책이었다. 이는 1935년 6월 사찰정화의 통첩으로 본격화되었고, 1936년 1월 ‘國體觀念의 明徵’을 비롯한 삼대원칙이 하달되었다. 그 중심은 불교였고, 중앙교무원(中央敎務院)도 적극적으로 참가하였다. 1935년 7월초 강원도지사 손영목(孫永睦)은 삼본사 주지에게 사찰정화와 승려수양을 훈시하였고, 내무부장은 승려수행과 승규진작을 실천사항으로 지시하였다. 강원도는 1936년 1월 말부터 삼본사주지 타합회(打合會)를 열어 각종 사업을 계획, 추진하였다. 그 가운데 승려안거법회(僧侶安居法會)는 수련소의 모태였다. 이는 불교지도자를 양성하여 심전개발운동을 민간으로 확산하려는 것이었다. 1936년 4월 중순 주지 타합회는 승려안거법회를 삼본사 수련소로 바꾸었다. 수련소는, 상원사에서 1년의 안거(安居) 동안 삼본사 주지의 추천을 거쳐 도지사가 허가한 중견수좌를 교육하였다. 6월 1일 제1기생 입소식이 열렸고, 1941년 봄 4기생의 수료를 끝으로 해체되었다. 만 5년 동안 수료자는 50명 미만이었고, 해체 뒤에 조선불교 조계종 상원사 수련소로 이어졌다. 수련소의 운영은 강원도 내무부가 주도한 삼본사 등의 주지 타합회에서 의결되었다. 소장은 내무부장이고, 실제 교육은 중강 탄허의 보조를 받은 한암이 담당하였다. 교육 일과는 식전 · 오전 · 저녁의 참선, 특히 오후의 경전 강설이 주목된다. 한암의 승가오칙(僧家五則)은 여기서 확립되었다. 수료시험은 『금강경』의 암송이었고, 특전은 대덕(大德)의 수여이다. 삼본사 수련소는 성공적이지 않았지만 근대적 승려교육기관으로 탄허 등을 배출하거나 한암이 승가오칙으로 전통불교를 재정립한 점에서 의미가 있다. This paper aims to examine the ideological project including the establishment and operation of the Three Head Temple Training Center, promoted by Gangwon-do province as a part of the Mental Enlightenment Movement. The Mental Enlightenment Movement pushed by the Governor, Ugaki Kazushige, was part of the policy for social enlightenment and thought control to train subjects of the Japanese Empire through religious revival and faith cultivation. This was regularized in June of 1935 with the notification for the purification of temples, and finally in January of 1936, three main principles including the Japanese ruling system focusing on Japanese Emperor were delivered. At the center was Buddhism and The Central Administrative Headquarters of Buddhist Foundations, which actively participated in the movement. In early July, 1935 Son Young monk, the governor of Gangwon-do, instructed the head monk of the Three Head Temple to purify the temple and train monks. The Chief of Home Affairs of Gangwon-do gave instructions to enhance monk asceticism and rules regarding discipline as well as other practice details. In late January of 1936, the province of Gangwon-do held a preliminary meeting with the head monk of the Three Head Temple, to plan and promote various projects. In particular, Buddhist varsa ceremonies (안거, retreats) were the beginning of the Three Head Temple Training Center. It intended to spread the Mental Enlightenment Movement into the private sector by cultivating Buddhist leaders. In mid-April 1936, the preliminary meeting of the Three Head Temple changed Buddhist varsa ceremonies into the training center. The training center operated a course which trained mid-level monks who were approved by the provincial governor after getting a recommendation from the head monk of the Three Head Temple. On June 1st, the entrance ceremony for the first semester was held at Sangwon Temple, and disbanded after the fourth semester in the spring of 1941. In total, less than 50 monks completed the program. The center continued to function as a at Sangwon Temple under the Joseon Buddhist Jogye Order after the breakup. The operations of the training center was decided at the preliminary conference of Three Head Temple led by the department of Home Affairs of Gangwon-do. The manager was the Chief of Home Affairs of Gangwon-do, and the actual training was carried out by Han-am who was assisted by Junggang Tan-heo. It is notable that meditation was practiced before-meals, in the morning, and in the evening as well as a lecture on Buddhist scriptures in the afternoon. Furthermore, Han-am’s five rules of Buddhism (僧家五則) was established at this time. Finally, the completion test for monks consisted of the recitation of the Diamond Sutra. If passed the monk was granted the title of ‘Great Monk.’ Although the training center was not successful, it is meaningful in that, as a modern educational institute, it cultivated leading figures in modern Buddhism like Tan-heo.
