摘要
이글에서는 사회갈등의 시대인 오늘날 한국불교의 사회참여문제를 체계적으로 논의함으로써 그 실천적 함의를 도출해 보는데 있다. 이러한 목적을 달성하기 위해 이 글은 참여불교의 관점을 채택하였다. 그 이유는 크게 두 가지 때문이었다. 첫째, 아시아의 참여불교는 한국불교의 ‘은둔’의 전통을 극복하는데 적합한 실천적 모델이나 준거를 제공해 줄 수 있기 때문이다. 둘째, 아시아의 참여불교는 사회갈등의 조건 속에서 불교의 사회참여방법의 지침을 제시해 주기 때문이다. 보다 직접적으로 말하면, 아시아의 참여불교는 사회개혁이나 대안의 사회를 추구하기 위한 수단으로 불교문화운동 및 불교사회운동을 성공적으로 전개하고 있기 때문이다. 문제는 한국불교다. 과연 오늘날 한국사회의 객관적 조건은 한국불교로 하여금 사회참여운동을 자극할 정도로 무르익어 있는가? 그리고 오늘날 한국불교는 사회운동을 추동해 나갈 수 있는 주체적 역량을 얼마나 갖추고 있는가? 무엇보다도 오늘날 한국사회는 다종교사회적 특성과 종교의 세속화로 인해 심각한 균열(한국사회의 종교적 균열)을 경험하고 있는데, 이는 불교사회운동을 추동할 조건이 어느 정도 갖추어져 있음을 의미한다. 그러나 집합적 사회운동을 추동해 나갈 수 있는 주체적 역량(주체의 의식이나 조직)은 매우 부족하다. 다만 갈등시대를 경험하면서 최근 한국불교의 핵심적 담지자(agent)인 승려들의 사회참여의식이 다소 높아지는 현상이 나타나고 있다. 그렇다면 국가와 불교 사이의 갈등과 같은 갈등시대라는 조건 속에서 한국불교의 효과적인 사회참여방법은 무엇인가? 한마디로 이렇다. 즉 일종의 NGO로서, 정치적 이슈나 공공의 문제에 보다 적극적인 관심을 갖고 시민사회에 폭넓게 참여하는 것이 바람직하다.
This paper examines Korean Buddhism’s social engagement issues today, age of social conflicts, and deduces Korean Buddhism’s practical implications in such social engagements. In order to achieve this objective, this paper has adopted the Engaged Buddhist perspective. There are two primary reasons for choosing Engaged Buddhism. First, Asian Engaged Buddhism can provide an appropriate model to follow or criteria in overcoming Korean Buddhism’s tradition of “seclusion.” Second, Asian Engaged Buddhism offers a guide to Buddhism’s social participation to respond to social conflicts. To put it more directly, Asian Engaged Buddhism has led a Buddhist cultural movement, as well as a successful Buddhist social movement, as a means to achieving social reformation or alternative society. What’s in question, however, is Korean Buddhism. Have objective conditions in Korean society today matured enough for Korean Buddhism to mobilize a social participation movement? Also, how capable is today’s Korean Buddhism of leading a social movement? Above all, today’s Korean society is witnessing a severe chasm (religious chasm in Korean society), due to multi-religious social characteristics and secularism. This means the conditions to organize a Buddhist-led social movement exist to a certain degree. However, the principal capabilities(consciousness of actors or organizations) to lead an assembled social movement are seriously lacking. Albeit, the monks, Korean Buddhism’ s core agents, are seen to have more social participatory consciousness lately, as they experience conflicts. What, then, is the effective method of a social participation for Korean Buddhism? It is desirable for Korean Buddhism to take on an NGO-kind of a role and participate in a wide variety of civil societal matters by paying more attention to political issues and public affairs.
