| 摘要 | 始建國元年(9),新莽變革官制,置有九卿,其中六卿,據《漢書》所載,是以《尚書·堯典》為底本,更換前漢官稱而來,即所謂"更名大司農曰羲和,後更為納言;大理曰作士;太常曰秩宗;大鴻臚曰典樂;少府曰共工;水衡都尉曰予虞"。從出土漢簡來看,《漢書》就此事的記載是不全面的。新莽羲和其實是由西漢大司農和漢末所置羲和合併而來,它既掌錢谷,也負責頒下詔令。而新莽秩宗本由西漢太常與宗正組成,新莽典樂與西漢大鴻臚的職掌亦頗有不同。整體來看,這次調整實際上不僅涉及到名號,而且涉及到職掌與僚屬,其變動是整體性的。相比西漢大司農、秩宗等六官,新莽六卿基本屬於新事物。 In the first year of the Xin dynasty,Wang Mang established nine official posts,six of which were inherited from the Han Dynasty and given new titles,according to the Book of Han: the Dasinong position was changed to Xihe,Dali to Shi,Taichang to Zhi,Dahonglu to Dianyue,Shaofu to Gonggong,and Shuihengduwei to Yuyu.In light of information found in wooden slips from the Han dynasty,it appears that the records about this event in the Book of Han are incomplete.For example,in the Xin dynasty,the official title Xihe was a combination of Dasinong from the early Western Han and the office of Xihe established at the end of the Western Han,which was not only in charge of managing money and food,but also in charge of issuing imperial edicts. |
