歷37年的發展,「財團法人中華民國佛教慈濟慈善事業基金會」(以下簡稱慈濟) 在其四大志業. 八大腳印的弘法濟世理念下，由本土而向國際延展，歷程雖篳路藍縷，但平凡務實的風範，卻影響深遠，尤具啟發意義. 不但成深受國人矚目的非政府組織(NGO) 之一，亦可謂NGO國際化的典型. 本文依慈濟國際化的四大途徑. 大策略，包括理念. 原則. 援助過程等，抽出其獨特發展脈絡與模式，進而提出NPO (非營利機構)/ NGO (非政府組織) 邁向國際化時，應有的策略思考. 研究發現. 慈濟能在國際化發展中，獲致卓越成效，關鍵因素如下： 1. 創辦人證嚴法師，願景式的領導特質. 理念，及關鍵指導的角色，乃首要之舉. 2. 國際化途徑多元發展：其途徑為國際救援計畫. 骨髓捐贈. 設立海外分會與推動教育文化等. 3. 國際化五大策略模式的選擇，包括：直接. 委託. 合作. 策略聯盟. 設立海外據點整合資源等，皆能發揮相當程度的影響.4. 國際救援原則與程序明確，尤其尋求當地政府或NPO共同合作的策略，不但減少進入阻力，也落實在地化理念. 5. 接納各種信仰，兼容並蓄的態度，不但降低文化衝突，達到教義理念融合當地生活文化，也為國際化之路，開創永續經營的新氣象. 6. 機構本身的指揮體系統，具彈性與調適力. [摘要] Based on the aspirations and exertion of its Fours Missions and Eight Foot-Prints for the benefit of others, “ Buddhist Compassion Relief Tzu Chi Foundation” not only has become an internationally prestigious Non-Government organization(NGO) stepping into its 37th year，it is also a model for NGO internationalization. It has definitely been through some tough time and difficulties all alone the way，but its grace，reliability and thoroughness have brought magnificent impact to the world and great inspiration to human as well. Following is an analysis on its unique development pattern based on the ideas of four passages and five strategies of Tzu Chi Foundation internationalization including the concepts, principles and the process of relief in which drew out the directions for NPO/NGO interna tionalized strategies. The research demonstrated the key elements for how it succeeded in globalization： (一) The founder Cheng Yen Master’s leadership and concepts rooted from her aspirations, as well as her key instructions are indeed of the most prominence for the success. (二) Diversified passages for globalize developments include international relief plans, marrow donation，oversea branches establishments as well as promotion for education and culture，etc. (三) Five main strategies for globalize developments of directness, apportion，cooperation，strategy union and resources assemblage by oversea branches evidently bring synergy in full. (四) International relief principles and procedures are certainly evident，particularly in seeking reliance with the local government or NPO，which results in less obstructions as well as exerting in localization. (五) It compatibly embraces all religions, which decreases the conflicts between different nations and cultures for the result of combining Buddhism teaching with the local cultures. It definitely created a new revolution for evermore internationalization. (六) The leadership and direction system of the organization itself are endowed with flexibility and adjustability. 論文
